My Story

Using his experience in local, state, and federal government, Trey Baker works with clients to build key relationships with community and government organizations that can provide lasting benefits. An honest broker, Trey has the unique ability to engage with people to address challenges and create opportunities for clients to engage with and utilize the resources of the federal government.

In 2023, Trey founded Springhill Road Strategies – a boutique consulting firm specializing in connecting business clients with federal government resources and opportunities.  Previously, Trey was a partner in Barnes & Thornburg’s Federal Relations Practice and Government Services and Finance Department.

Trey Baker formerly served in the Biden administration as White House Senior Advisor for Public Engagement.  During his time in the administration, he worked closely with stakeholders across a broad range of portfolios and interests including the Black community, civil rights organizations, law enforcement and professional and collegiate sports leagues to address a variety of issues.

Prior to his White House appointment, Trey served as the National Director of African American Engagement for the Biden for President campaign. During the campaign, he successfully built a vast network of supporters and volunteers who ultimately helped to turn out historic numbers of African American voters in key states.

Trey’s professional pursuits were forged during his time as City Manager for the City of Grenada, Miss., where he worked closely with citizens, gaining a deep appreciation for how government can have a profound effect on its citizens. As City Manager, Trey worked as Chief Executive for the council-manager form of government.

During his tenure in Grenada, the City of Grenada passed a state and local referendum creating a tourism tax to build and operate a multimillion dollar sports complex, built a safe room/community complex, helped to deliver millions of dollars in grant funding from FEMA, US Department of Justice, the Delta Regional Authority, and USDA Rural Development, and made significant improvements to the city’s street and water infrastructure.
